Game freezing due to gpu? but never dropping below 60 fps

After playing skyrim to death on my ps3 I finally got a pc. Hyped for mods i spent the last few nights trying to sort them out. First tried MO, couldn't get it to work due to rushing through it all. (I found i was missing a patch) re done my modding on NMM much more carefully, checking for patches etc.

 

THE ISSUE

I can load up my game and play, no issue. In Riverwood (which I don't have some massive mod in that area) my gpu is average 80% usage. when i get nearer to whiterun around 87% and then at the gate (by the stables, not the actual entrance) my game freezes completely. I can't even close the game I have to restart my pc. I still have audio though.

However, not once does my fps drop below 60 staying exactly at 60fps until the crash. I recorded this info via skyrim performance monitor but due to having to restart it doesn't have the history. Nothing else was pushed in my system though.

My specs:

EVGA superclocked gtx 1080

i5-7600k @ 3.80GHz

I believe you simply have too many simultaneous NPC overhaul and add on packages.

 

But try FNIS animation update first, and if that fails, start by disabling a whole bunch of the NPC mods all at once, and play for a few minutes.

 

If it works, then starting adding them back one at a time, until you star getting crashes again.

 

Now you know the absolute limit.

 

You don't want to deliberately make your standard ops above about 70% of the limit.

as soon as i was in game 60fps and never fell below. This is just outside of the inn in riverwood, disabled immersive ai. the fnis is fully updated. Is there anyway I can get my fps to drop below 60 to take strain off my gpu? or what other mods do i need to take off? Many thanks
