[Help] Where is Flora implemented?

I want to add a chance for Flora to drop more than one ingredient. What I need help with is finding the code that makes flora drop ingredients. The Flora script file just extends Activator, which just extends Form, and I didn't find anything in the Form script that looks like it's making plants drop ingredients. I couldn't find any other scripts that seemed to relate to Flora. Flora dialogue boxes in the Creation Kit have a field to set what kind of ingredient the plant gives, but no way to make it drop more than one of them.

 

Also, in the Creation Kit, I've found flora under two different form types, FLOR (mostly fungi, like FloraMushroom04) and TREE (mostly flowering plants, like TreeFloraSnowberry01). The entries classified as FLOR at least have an option for me to add a script to the base object, but the ones classified as TREE don't seem to allow me to attach scripts to the base objects (just to references). Not being able to attach a script to TREE base objects at all has me particularly confused... I can't go through and add a script to every flowering plant in the game!

 

I can move on to trying to get the effect I want by replacing the standard flora with entirely new constructs (I've just started looking at mining for examples), but I'd prefer to add a field to the existing flora if possible for improved awesomeness and compatibility with other mods. Thanks for any tips on what to do or where to look.
