Settlers not coming to Settlements anymore

Trying to find out why settlers are not coming to my settlements. I suppose i can use Settler Calling mod, but it kind of takes away the fun.

 

Maybe someone can help me determine if my load order has something to do with it? Any input appreciated.

By default it's charisma +10 is the max limit. There are mods that change that....
