Blood Decal question

I read the optimizing Oblivion post, and decided to increase the number of blood decals and the duration of them. I went into the .ini file in the My Documents\My Games\Oblivion\ folder and I changed the vaules in the Oblivion.ini file. I load the game and test out the changes, nothing changed. So I double check the file and the changes are still there, still nothing upon testing again. I then go to changing the Oblivion_default.ini for the decals. I test, and its working just fine, but after 10 or so minutes of playing, the setting reset themselves back to default.

 

So my question is, how can I keep these settings from resetting themselves while I play the game?

I believe there are mods for the amount of blood decals ingame... search for it, it's something like "Realistic Blood". There's no need to go modify yours through the .ini file.
