"World" not loading right?

I have a problem that the world is not loading itself from a distance, I have no idea what would conflict with this. The picture is taken from the top of the throat of the world.
Here are the mods I'm using. Sorted in LOOT. And I'm using Rudy ENB for Climates of Tamriel and Realistic Lighting Overhaul.
