No more voice sounds

This happened after i used BOSS to sort out my mod files, whenever i speak to a NPC they only have their subtitles but no sound, after using BOSS i played the game and some voices worked, i then went of the game and when i came back on it had no voices for anyone i spoke to, i tried changing some settings on my speaker but that did not work and i have been surfing around for advise on other pages on the internet but none of it seems to be any help, i uninstalled and then re installed the unofficial oblivion patch and that did not work, i ticked of certain mods that other people had sound issues with but that did not restore the voices, the only thing i can think of is that the load order of the mods may have caused something but may not have been as i ticked of all the mods and played oblivion without them and there was still no voice sound, is there anything i can download that can bring the voices back?

I also uninstalled and re installed the game, and i also extracted the voice 1 and voice 2 bsa files. Still no voice except for the dremora companion you get with the dremora companion mod, he seems to be the only one that works, i also changed the output on my speakers, it was a 5.1 surround, i changed it to stereo.

The only culprit I can think of is Sounds of Cyrodiil. Try moving that to the end of your load order and see if that helps. If not, try disabling it. Also try both with a clean save or new character, just to ensure it's not an issue with gamesave data.

none of it worked but i realized what could be the problem, when i started a new game the races had a different name, its as if they were german or something, i heard you can change the name back in the CS but what do i need to change the race names to or do i need to do something else?

Probably caused by babehair_DV.esp. The name of the race is used to determine the voice folder. Obviously an English version of the game will not have any German voice folders, so therefore no speech.

i have tried nearly everything but nothing seems to work, i went in to the CS and went through the mods to check if anyone of them had the race names changed to German but none of them were, unless there is something i need to do in the CS or maybe somewhere else but i am not aware of it?

As I already mentioned, babehair_DV.esp changes the race names into German (I just checked it). You'll need to use the English version of the mod to avoid the issue.
