theskymoves Posted May 9, 2017 Share Posted May 9, 2017 (edited) OP - Unlocking a specialization on any playthrough/toon on an account unlocks it for all playthroughs, and so the manuals no longer spawn. tl; dr, there's no problem with what you've described, it's not a bug, it's WAI.
