Low FPS in Skyrim

I am trying to get Skyrim (32 bit) on my desktop on par with my laptop. In the process of doing so, I noticed that I am getting surprisingly low frames, averaging @ 30 fps and sometimes even lower, for a high end pc. Skyrim SE runs great at 120+fps with over 200 mods, most of which are 4k.

 

Desktop Specs - (GPU is going to twin 1080 ti once they are in stock)

CPU: i7 6850k (Broadwell-e) hexcore @ 3.8Ghz (overclocked to 4.2Ghz right now) - Liquid Cooled

Motherboard: Asus Strix x99 Gaming

Memory: 32 GB DDR4 @ 2888 Mhz

GPU: Evga GTX 1080 overclocked with 8GB GDDR5 (overclocked)

Storage:

M.2 512Gb (OS Drive)

SATA 6/Gbs 1TB SSD <- Skyrim is installed here

Display: Dual 1920x1080 multitouch @ 60hz

OS: Windows 10 Pro

 

Laptop Specs (Origin EVO15-S from 2014)

CPU: i7 4720HQ quad core @ 2.6 GHz (overclocked to 3.5Ghz right now)

Motherboard - z170 architecture

Memory - 16 GB DDR3 @ 2400MHz

GPU : GTX 970m Overclocked with 6 GB

Storage

Dual M.2 128 GB - RAID 0 (OS Drive)

1TB SSD <- Skyrim is installed here

Display: 3840x2160 @ 60-45hz

Occasionally I use the laptop as a work station with the monitors stated above

OS: Windows 10 Pro

 

I have installed 166 (almost exclusive 4k texture mods) of the mods on my desktop compared to the 386 (all 4k texture mods and a lot of script heavy mods) on my laptop, every mod that is on my desktop is on my laptop. I do not experience any loss of frame rates on my laptop.

I am really puzzled as to why I am getting a low frame rate. I have already tried starting over several times with no success. I do not know much about enb or the skse.ini so idk if I am messing up my configuration.
