Mod problems

Ok so quick problem, and itll probably have an easy solution that im missing. So i uninstalled fallout 4 recently to make room for another game. After I had beaten that game i reinstalled fallout 4 pulled it up and when i tried to hit continue it told me that all of my mods are missing. I checked the NMM and they are all still there and still active. So whats up? How do I fix this. What am I missing? If it helps I tried to LOOT the mods to see if that was the problem. It sorted alright but when I hit Apply I got the message

"Error code: 1; Libloadorder failed to set load order. Details: "C:\Users\Person\AppData\Local\Fallout4\plugins.txt" could not be written. Details: ios_base::badbit set: iostream stream error"

I dont know if thishad anything to do with the mods not working but I figured I might as well put it in just in case. I also rescanned the games and when i tried to reinstall my mods i got this message

I went through the mod list as best I could and when I started the game back up none of the mods could be identified even the ones that didnt get the error message. Any ideas?
