Ebony Blade: Can I order my follower to kill to power it up for his own use?

Hi all,

 

Question is in the topic... I ask this because of what I read on the Elder Scrolls Wikia, in the top paragraph of the Ebony Blade page, as follows:

Followers can wield the blade, but cannot fortify the enchantment unless instructed to kill an ally.

 

Is this actually true? Can anyone confirm this?
