SSE Powerful single wind staff

Hi guys.. .. it will be my first time to play skyrim again (After ESO). . .
Can i request a single weapon mod :smile: I would like a special (Expert) Wind Staff, it is like a Cyclone shout imbued within a Staff, it does "Expert" shock damage (same strength with Thunderbolt) but you need to charge it a little bit before using same as Thunderbolt spell :smile:

also if possible the staff uses the http://www.nexusmods.com/skyrimspecialedition/mods/5319/? mod by Carnage2K4

lastly i want the staff to be obtainable from a powerful mage NPC from the game (Dont tell me who)
