Weight slider issue with body-mod modding

So I wanted perkier breasts for the _0 body so I took it into blender and converted all the tris to quads (because working in tris is insane) and did my tweaks to the breasts then exported.

 

The extremes look fine, like, 0 weight is good and 100 weight is good. Anything in between looks something like this. Chaos.

 

I'm assuming it's because I converted tris to quads and when the exporter reconverted them it didn't do it just right so each vert is different now.

 

I just want some confirmation or challenge, if I'm wrong about this, so I can figure out how to move forward.
