Please see the 'Issue: Modded game CTDs on startup' entry and the 'Solutions to "Crash To Desktop" (CTD) problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. ("Infinite loading screen" is just an infinite loop that the game doesn't detect in order to CTD.)

 

Also, please see the 'Towards Game Stability' section of the wiki "FNV General Mod Use Advice" article. There are better "performance" mods than "Better Game Performance".

 

I see that "NVWillow.esp" is mixed in with your ESM files. That's a "no-no". Please see the 'Essentials for Getting Started' and 'Vanilla "Load Order" ' sections of the "FNV General Mod Use Advice" article. Try sorting with LOOT. In fact, suggest you read the entire article.

Finally, I don't believe I have seen such a high ratio of ESM to ESP files before (23 to 20, excluding the game and DLCs). ESMs tend to be "resources", while ESPs place those resources into the game world. Make sure you aren't missing some files from some mods.

And, FYI: In future, this sort of question belongs under the "Technical Support" section of the forum rather than "General Discussion". Different sections tend to get different eye-balls.
