New Hotkeys

So, I'm new to modding, and I have been checking out the Creation Kit. Is there a way to add a new hotkey with the CK, in the sense that, for the sake of example, you can bind your racial power to the letter, say, G, instead of having to equip it as a shout and then casting it with Z? I've been looking around the Object Window and I created a new Equip Slot that, I would imagine, creates an entirely new equip slot that if I give it to a Power, it would equip without un-equipping a Shout. (I hope I made sense there)

 

Is that even possible?

 

PS: Also is there a way to give spells cooldowns? (I'm guess scripting will be necesary)
