Tentacus
With the introduction of mods like Sim Settlements and Settlement Blueprints this idea seems plausible to me. The idea is when you start a new game the mod would generate and populate random settlements in some percentage of random settlement locations. That would grow and thrive on their own like sim settlements. This would allow way more replay value as you would be exploring a different commonwealth with each new playthrough. Each one could have a leader with a simple quest that would allow the player workshop access similar to some of the vanilla settlements. Or you could just kill everybody and take over ;) The biggest hurdle I see is no way to generate electricity wiring so maybe the settlements would have to be somewhat primitive

Gruffydd
Part of the story is that with the collapse of the Minutemen, settlements aren't for the most part flourishing. Too many hazards, not enough protection.I like the idea of a random selection of settlements at start, or better yet appearing over the course of the game as wandering settlers come across a likely location, but unless a settlement is in a great location, I'm not seeing a bunch of flourishing settlements just randomly appearing. Or letting some random schmuck out of the wastes take over, for that matter. For example, despite your interactions with Diamond City and Goodneighbor, neither puts you in charge. It's generally the little crappy ones that are willing to let you take over when you promise to fix up the place, add resources, and defend them (with a few notable exceptions like Bunker Hill). Assuming you don't go full raider and just kill everyone to take over....

If nothing else, this would be a fun mod to add for anyone who DOES want to go full raider and just kill everyone. :)
