Keep Getting Error 403 Forbidden When trying to download all mods manually?

Problem Details
So whenever I try and manually download a mod, I keep getting an "Error 403 Forbidden", with NGIX 1.11.5 below the error. Going into an incognito window every so often will allow a download to go through, but if I try another download after that, it will give me the error. There's also no guarantee that it will download in the first place. NMM installs work though. I have cleared browser cache, cookies, history, everything and tried that, but it hasn't worked.

Test download : The test download works just fine.
