LE Quicker Waiting Times

Is there a mod out there that will decrease the waiting time? I've been playing skyrim since release and one thing i really hate is having to wait a second per hour :(

 

I've had a search around the nexus and through the forums but cant find it anywhere.

I'd also be willing to make this mod but i'd need a point in the right direction to find the correct values in the CK lol
