Enhanced Lights & FX Broken and Buggy Without Weathers Plugin

So apparently ELFX has a big freakout when the weathers plugin is absent ever since I wanted to use Climates of Tamriel with it. I use the darkest option of interiors (exteriors left alone after I installed CoT) and when I had the weather plugin on, it was all fine. Once I disabled the plugin, caves decided to turn pitch black and have no lighting at all, and CoT has no effect at all.
