Weird Flashing Red Screen when taking damage.

Here's a link to an Imgur album of some screenshots of what it looks like. It'll go away eventually but boy is it annoying. This has happened before earlier in my playthrough but only once in awhile, now it's nearly every time I take damage that it happens. The only mod I have that effects screen effects is Enhanced Blood Textures and I tried disabling that to no avail. I also use an ENB but doubt that it would be the problem. Any help would be greatly appreciated!

i have the exact same problem, i have noticed that for me it seems to appear whenever i'm hit with a laser weapon.

When I tried taking off my TNR should lamp it stopped with the flashing all over my screen so it might have something to do with that mod.
