I'm not sure why NMM isn't working for you, as I do most of my stuff manually, but hopefully someone else can help with that.

As far as "oldrim" mods working in SSE, they have to be either ported over, which is to say opened and saved in the new creation kit, and any meshes, etc., converted to work with the SSE format. There's a bit on that here https://forums.nexusmods.com/index.php?/topic/4983440-older-skyrim-mods/ and a lot of smaller posts, sprinkled around this forum.

The only creation kit you can get on steam is the oldrim creation kit. The new ck64 comes only through the bethesda launcher. If you're having trouble with it, sign into the launcher, click the appropriate creation kit icon (Skyrim SE, not Fallout 4. They're color coded.) and check for updates. If none, validate or verify the files, to make sure you got everything you were supposed to get.

If you still don't see it in your skyrim directory (where your creation kit exe is found) then you may need to do that linking ritual, where you link your ck to your steam acct. It's been a while, so I can't give you a step by step, but if I remember correctly, I had to sign into everything and start the game, hit the mods tab. Don't quote me on that, though. There should be something in your help tab about linking it to your steam account.
