The _0 files represent the thinnest/weakest a character can be in terms of weight when creating one and _1 represent the bulkiest/strongest a character can be (or it's the other way around). I haven't had much experience in terms of armor mods or the character meshes but if I've understood it correctly, you need to make your armor mod fit both the _0 mesh and the _1 mesh so that when you scale your character when you first create it, the armor scales with it.
