Can't start Favor Quests even though I don't have any favor quests active

So, Falkreath jarl won't give me any dialogue even though I got a note from him and I can't ask Ysolda about the caravans to get the mammoth tusk quest. So, I think it's pretty safe to say that favor quests just won't start. Is there anyway that would allow me to start multiple or just force start these quests, because I tried player.setstage for the go kill bandit quest, but I don't think setstage works on favors. My games moddded and this is the laod order
