Skyrim Won't Work With My Internet Connection Anymore

Recently my internet speed was slowed down to save money on the monthly bill by my parent.

 

But now when I try to open up Skyrim with Steam it will try to open the game but won't actually do anything at all no matter how long I leave it there 'loading Skyrim.'

 

I wish I could just play Skyrim with the CD like I could with Oblivion but you need a good internet connection for Steam to run it I guess.

 

Will I never be able to play Skyrim again on this internet connection???
