Myself I'm playing on master difficulty and game is quite balanced with mods I use, but mage character is so bad compared for example to dual wielding char. One mod what I would like to see, is mod which would only boost hp of monsters or enemys generally (should write this to mod request forum). Options could be like 25 % more hp 50 %, 100 % or 200 %. Some of my favourite mods to change difficulty and balance. I would love to hear is there some other good mods to balance game (especially for mage char). - Unlevelled world "This mod removes the level scaling found in Skyrim.
