LE Weapons recharge over time

Some would likely regard this as cheating, but I personally like the idea, so please hear me out:

Now, we all know that enchanted weaponry and staves need souls in order to recharge, and that part does make sense.

I guess it’s just me then.

 

You see; I prefer to keep my Soul Gems for enchanting, and therefore I hate to need to use them to recharge my weapons.

Therefore I ask you if there is a mod out there which makes weapons recharge over time instead.

I’m not looking for any ‘Weapons recharge one charge a second’-mods, but maybe one that makes them recharge one charge every 30 seconds.

That would be pretty nice.

 

Does anyone know of anything like that?

Or maybe a mod that lets you set the recharge time via the console or an .ini file?

I'm very surprised that even though they added the enchanting skill back into the game, they didn't use it to govern enchantment recharge. Morrowind had this, higher your enchant skill the faster an enchantment would recharge on its own. Soul gems could then be used for a 'quick recharge' if nessecary.
