Weather mod question

I'm having a bit of trouble getting a little mod I made for myself to work right. Basically my goal is to add some rain to the Mojave. Before anyone says, that mod already exists: all weather mods that I could find also add a lot of features I don't want (darker nights, sandstorms, etc).

What I did in a couple of minutes with NVEdit was add Honest Hearts' rain to the main game. The result sort of works: that is I get proper rain with effects in some areas. Goodsprings for example works fine. However in other areas (freeside for one) only the clouded sky works, the sound effects and rain VFX wont.

I have no clue what I'm did wrong, so if anyone feels like taking a quick look at my problem and tell where I've been stupid and forgot something , I've uploaded the .esp (a test file that makes it always rain) here:

Bump as I'm still hoping someone can help me.

Don't quote me on this but I'm fairly certain that if you download the mod configuration menu mod and project realism skies you can toggle off all of those extra features you don't want a lot easier than without using MCM, it even offers options that wouldn't be available with the mod by itself.

As to the problem with your own fix, not an expert on this but the issue may be caused by a conflict between the main game files and honest hearts. What I mean by that is it might just be that regular new vegas textures aren't compatible with DLC textures.

Thanks, but the available weather mods simply don't do what I want (meaning just a bit of occasional rain, that's it); they all have "features" that I don't want and that can't be simply deactivated.

As for your advice. I'm no expert either, but I doubt that's it. Honest heart's texures load fine. It's that the sound and rain-VFX don't work in certain cells for some weird (to me at least reason..
