It does however depend largely on how much interest that person has in making such an armor, how well that armor would work within Oblivion, and how much time it would take to make said armor. Since You havn't described it, and since many armor requests are things which don't fit with Oblivion, or contain aspects which aren't exactly responsible, nobody would be able to tell you what you want to hear.
