Can't Use Destruction Spells in Cities and Buildings

I'm relatively new to modding skyrim. I started about two weeks ago. I got a mod list together of around a 100 mods and have spent the last couple days fixing all the problems they caused and making them clean, compatible, etc. I've managed to fix every problem I've faced so far but can't figure out why I can't used destruction spells in cities and some building interiors. All other spells are fine, but when I enter cities and some buildings, destruction spells cause my game to instantly crash when I try to use them. Someone please help me or at least point me in the right direction. I'm using Wrye Bash, LOOT, and TES5Edit.

 

Update: It turns out destruction spells also don't work in some dungeons.
