[LE] Quest giver won't complete dialogue until changing cells

Working on a Skyrim custom follower who gives radiant bounty quests (i.e. the quests that stewards and innkeepers give), but instead of returning to the Jarl or Steward to collect the reward, the player collects the reward from the follower.

 

Problem is, after killing the bounty (stage 10 of vanilla BQ01 quest), the quest marker is pointed at the follower (stage 100, collect the bounty), but the follower will not talk to the player until the player switches locations by either:

 

1) If bounty target killed in interior cell, player must travel outside before the follower will talk to the player. Then everything works fine after that.

 

2) If bounty target killed in exterior cell, player must fast travel to a different location before the follower will talk to the player. Then everything works fine after that.

 

When I say "follower won't talk to player", their dialogue menu still comes up, but the player is unable to select any of the dialogue options until going through a load screen to a different location.

 

Is there any way around this, so that player can talk to follower immediately after killing the bounty target rather than traveling through a load screen first?

 

To clarify, I made no changes to vanilla BQ script that controls the vanilla radiant bounty quests (e.g. BQ01, BQ02, BQ03, BQ04). I just added the follower as a quest alias so that they're able to give the quest and also the reward.
