Mod causing strange lag pause

I was wondering if you any of you might know of any of the recent mods that might cause a strange issue to occur that I am about to describe.

 

Basically what said mod is doing is that it is causing Skyrim to work strangely. First, there seem to be strange pauses occurring every 1-5 minutes that last for 0.5-4 seconds because of this mod and the intensity depends upon how old/bloated the save file is. Second, most quest scripts like "x goes there/x does y/n event occurs upon activation"; most if not all of these events take a while to occur, if they even occur at all or just plain won't happen properly, e.g., I started a new save and one time the carriage just veered off in a different direction and got stuck in a boulder and the other time my PC just kept bumping into the dead dudes body when trying to go to the block.

 

I don't know which mod this is because I've been updating many mods fairly frequently this week. Either way, it is very annoying.

I thought it might have been populated cities, populus, warzones, more village animals, crowded cities or the SIM plugins so I tried disabling them all at once but to no avail.

 

This problem has been happening ever since I made the update yesterday and it's gotten pretty annoying. I hope you guys have a suggestion.

 

P.S. The load order is in pretty much the same way as the order of the list here with a few exceptions BOSS couldn't sort out and I don't have deadlydragonsEF, killable children, bashed patch, acquisitive soulgems and duel extension active currently.

 

P.P.S. Sorry I also forgot to add in the script dragon plugins I am using:
