Those are lods. Or the textures that are used when an object is viewed far away. You are seeing them up close.

 

It is a bug in the game.

 

I use these lines in the fallout4.ini found on this page http://www.nexusmods.com/fallout4/mods/808/? to keep the bug under control.

 

This bug affects my computer with 2x GTX 980 ti = 6gb vram but not my GTX 1080 computer = 8 gbs vram running the same game.

Thank you so very much! I was about to post the same problem, however this is a fix I have yet to try. I will implement this right after the fallout 4 will reinstall (doing a clean install right now, I messed up so I will try to use a mod manager of some sorts to try and mod the game properly).
