If i just Disable the Global Effect on ENB Menu would my game performance be the same as if I dont install ENB?

my computer cant handle much of ENB .. so i just use it for making Screenshots and im planning to make Videos as well.
And I dont want to install it over and over again whenever I want to use it.

My FPS drops from 60fps to 34fps/20fps when im using ENB ... but its good enough for still shots.
so when i go back playing/questing I just want to DISABLE it from the menu (SHIFT+ENTER).

so, if I disable it on menu... is it the same as if I removed it? (In terms of game performance mainly FPS)

what are "parts" of ENB that are still "running"

i was thinking about those things that i changed on Game's .ini files.
