Fallout not Loading Cells on TIME!

Hey guys I'm having problems with my cells loading when I sprint after buying Nuka Cola. After some distance the grass is gone buildings are gone or they are a blurry mess and I get a freeze with the little loading thing in the corner until the cell gets loaded but even the it is not all the items in the cell. I'm using FalconOil's Texture Pack, All the Vivid Retextures and Some minor Ammo Chems and Armor textures.

 

I have added:

 

bForceUpdateDiffuseOnly=0

iTextureUpgradeDistance1=7500

iTextureUpgradeDistance0=5000

iTextureDegradeDistance1=7500

iTextureDegradeDistance0=5000

iNumHWThreads=4

And

iTexMipMapSkip=-1

I have been running the game with out mods just textures no F4SE no ENB and same every time.

But nothing seems to work. Please Help.
