Beginner Lvl Enc Question

Forgive me for asking this, I know this is basic stuff. I've watched a few videos and read the tutorials and I still don't get it.

So I want to spawn an enemy from a leveled list. But I can't place a leveled list in a cell, I have to place one of the members from the leveled list. This is where I feel very confused. If I want a player to, say, backtrack and find a higher level version of a placed enemy, does the game check the lower level enemy that I've placed and then check the spawn list it's a part of and auto-upgrade it?

Example: Say I've placed a low lvl raider on the map, whose template references an LChar list. I run into it at low level and it is that raider I placed in the map. Now I come back at lvl 50. Does the "M" thing I've placed in the editor check my level and change the raider to a lvl 50 specified in the LChar list? If it does, could I not place down a lvl 50 since it's part of the same LChar list? If it does not, how does it work?

For that matter, what if a Enc actor is part of more than one leveled list? How does the game know which list to draw from?

Again, I'm sorry to ask. I'm slow and I get confused. My brain just kind of blows up thinking about it. I'd like to know the game's logic.

The game uses Encounter Zones to set what level range NPCs are able to be drawn from. The leveled character lists are used to set templates for actors that use them to place a specific actor that fits the specified EZ range allowed for the area you're in and based on how hard/easy the leveled character reference placed in the world is set to.

Read over these pages on the CK wiki if you need more detail or examples that help you understand how the system works (the pages are for Skyrim but it all works the same in FO4):
