Forgetting Fjola Quest won't start

Hey guys

 

For some reason, the "Forgetting Fjola" quest won't start for me as Christer won't talk to me to trigger the start of the quest. I tried using the setstage console commands to see if it solves the problem, but no avail. Interestingly enough, I started a new game to test out to see if there's any difference, and I was able to start the quest on a new character, but I can't on my current character. Should I just consider ignoring the quest as it might be broken on my save or is there a chance I could still complete this quest on my current character without having to make a new character?
