Sleeping Tree Sap Drugged Effect Broken

I'm having a bizarre issue. Everytime I use the Sleeping Tree Sap, the Drugged Effect causes my screen to go completely black. No swirly purple, no trippy effect, just black screen. It goes back to normal as soon as the effect ends.

 

I'll spare the details of what I've been doing to try and fix this, but suffice it to say I have disabled EVERY mod, reset my entire graphics settings, rolled by my ini files to reverse all changes I've made, uninstalled all outside applications that I was using with Skyrim, and removed SKSE. Still, nothing. It's as close to completely vanilla as I can get without actually removing and reinstalling the damn game, and I'm just about to do that as well. Does anyone have a clue what could cause this? I've used Steam to verify my game files and that didn't help either. I have no idea when it started. I only noticed recently after installing a skooma mod that makes use of the drugged effect. I thought the mod was broken, but it's the actual effect. Sleeping Tree Sap does the same, but I never really used that stuff. This could have broken any time in the last three months.

 

Please, can anyone help?

Dug through the Creation Kit and played with everything. Found the problem.

My change is on the left, the original is on the right. It's the Blur Radius. So far during my testing, setting the Blur Radius to anything but 0 results in a pitch-black screen. I figure it must be related to my system more than anything else, but I'm not sure what. I have a x2 SLI 9800 GT 1024MB setup, running nVidia driver version 8.17.12.8562, Forceware 285.62.

 

Honestly, this is outside of my realm of understanding for the most part. I'm not even entirely sure what the Blur Radius is or does, or what could make it black out the screen. Can anyone help?
