Fallout New Vegas Red Diamond/White Stripe NPCs bug

So the NPCs in my games are mostly covered by a red diamond/white stripe and I'm not sure why. Any help will be appreciated.

 

My load order is:

That's not a bug, but a result of missing meshes. If they're covering NPCs, look into making sure that your body and armor mods are installed properly.
