SSE Shadows bug/glitch

Hi guys, I've been having weird problems with shadows pop-in and glitchy shadow lines appearing all over ground, at what appears to be very fixed distance from player/camera.

Modded or Vanilla this issue is exactly the same, in the video i have mods enabled because it looks more colorful and is easier to spot the glitch on video that way.Glitchy shadows do not appear if i'm not looking at specific angles.I have tried hundreds of ini tweaks, none worked so far.I have also deleted skyrim and skyrimprefs from my documents folder to reset settings, it did nothing.On LOW preset from launcher the shadows are even more glitchy, and on medium-ultra it's the same as in the video i posted.

But i will say again, completely fresh install of un-modded vanilla game produces exactly same results.
