Hands moving while casting spells and using a bow - can anyone identify what's causing it?

So basically when I use magic or aim with a bow, my arms will move up and down off of the screen. I kind of liked it at first, thought "hey, this kind of make sense, even if it is somewhat broken". However, now that I've played more I've realized that the hands going down is actually making bows and spells shoot at the floor, which makes stealth gameplay much more difficult, and attacking with stealth from any form of ledge completely impossible.
