Wars in Skyrim and Civil Unrest Mods not working?

These were the first two mods Ive downloaded, but for some reason, neither seems to be working. I downloaded both of them through the NMM and both downloaded successfully. I activated the mods and the plugins no problem, and I also checked the skyrim data folder and all of the appropriate .ESM files were there. Yet, I run the game and neither mod is working.

 

I noticed that when I re-open NMM the plugin files are no longer selected. So I went to the .txt files and their properties and made them "read only" as recommended in another thread. But neither was activated in-game. Is there something else to it that I'm missing?

Here's my full post on plugins not working/UAC:

If plugins won't stay activated, or simply fail to work after activating them, first make sure the plugins.txt (and DLClist.txt) files, under the \Skyrim\ folder located at C:\Documents and Settings\(User Name)\Local Settings\Application Data\ on XP or C:\Users\(User Name)\AppData\Local\ on Vista/7 are writable by opening their properties and unchecking the tick mark box for "read only". Then go back into NMM and reactivate them. If they still won't work you may have a UAC issue. Some people have issues where the mod will properly appear in plugins.txt after activating it through NMM but then as soon as they launch Skyrim, it disappears again. I've yet to find the cause for this as I don't experience it, but making plugins.txt read only again after activating plugins via NMM will prevent Skyrim from removing them and they should work. Unfortunately, you'll have to make it writable, activate plugin(s), then make it read only again every time you add another plugin in the future.

 

If you're on Vista/7, Steam (and therefore Skyrim) is installed in the default (C:\Program Files) location, and you're having problems with replacers or simply mods (plugins) not working at all, even though you've activated them in NMM, or mods refusing to deactivate, even though all of their files have been removed, then you most likely have a UAC problem. It is possible to turn off UAC though it's not recommended for the vast majority of Windows users. To get around UAC without turning it completely off you'll need to move Steam to a location UAC does not affect (C:\Games\ is a commonly used location). This will most likely break any 3rd party utilities such as NMM as it will leave old registry keys behind that point to the location you originally installed Skyrim in. If you come across this issue, you'll have to uninstall Skyrim, clean the old registry keys, reboot, then reinstall Skyrim. I personally recommend using Revo Uninstaller as if you uninstall Skyrim through it, it will automatically scan for and ask if you'd like to delete old registry keys. If you're interested in keeping your old mods, config files, and/or saved games, tips found in Bben's Oblivion Reinstall Procedure work for Skyrim as well.

 

To clarify, the method for preventing plugins.txt from reverting is to make it writable (remove read only), activate them via NMM, make it read only again, and then launch Skyrim.

 

Moving your installation (as described above) may or may not help.

Thanks for the reply. I already tried making the files read only once they were activated, but for some reason it didnt work still. I'm on windows 7 and my game isnt saved in Program Files, but it is in Program FIles (x86), so I dont know if that is affecting it or not.

\Program Files (x86)\ is also UAC protected.

 

When you activate the mods in NMM, open up plugins.txt and see if they got added to it. If not, make sure that plugins.txt is in fact writable at the time and that you're running NMM as Admin.

Yeah I opened the plugin.txt and the mods did get added to it. I just moved my game to my C:/Username/My Documents/My Games folder. But the mods still arent working some reason. I also made them read only again, and noted that after skyrim started up the plugins did remain checked off. But they dont run.

 

Also, since I've moved the folder, I cant start the game with the Skyrim Launcher anymore. When I press play nothing happens. I have to start it from the TESV

\My Documents\ is UAC protected as well, and you most likely forgot to change your desktop shortcut to point to the new direction of SkyrimLauncher.exe.

 

WiS can be subtle and it may take a little time to really see the affects. I'm not familiar with Civil Unrest.

Making a new folder such as C:\Games\ that you can place all of your UAC affected games in (or all your games period) is a commonly used location.

 

UAC practically affects all of the default folders that come in a bare Windows installation. It's designed to prevent malicious code from writing itself into critical Windows components and/or any potentially important user data.

 

Have you tried testing these two mods with a new character? I'm not sure exactly how either one of them functions relating to quest status, etc. but it may be a factor.

I made a new folder C:/Games and put my Skyrim stuff there but the mods still dont work. This is a very peculiar problem. Also, the mod maker said if I type "tmm 1" in the console a modmaker name should pop up, but no names came up. So for some reason the mod just isnt active.

What version of Skyrim are you running?

 

If the mods are being added to plugins.txt when you activate them in NMM, and you're making plugins.txt read only afterwards, and your installation is outside of a UAC protected area, these should definitely be working.
