Class-based system with CK?

Hi.

 

Would it be possible with the CK to make a mod that lets the player choose from a list of preset classes (as in professions), each with special abilities, skill penalties and skill bonuses (including lowering maximum skill cap below 100 or raising skill cap above 100)?

 

And would an experience based level system also be possible to achieve with the CK? That is, experience gained when killing enemies and completing quests, and skills increased at level up instead of by repetitive actions.

 

I guess you can see that I like conventional RPG leveling... :-)

The reason I'm asking is that I want to make this kind of mod, but as a modding beginner I have no idea if it is possible.
