CTD whenever I'm around a city (Loading screens)

Every time I fast travel to an area around any city, I end up crashing to desktop as I exit the loading screen. But, if I walk to the area I am completely fine unless I fast travel out or enter a building, so for some reason loading in or out of these areas will cause a CTD. I cannot find out why this is happening and tinkering with my mod loading order is not fixing it. This started very recently. (I noticed this after I got to the point in the Thieves Guild quest where we begin to seek out Mercer Frey for betrayal.) PLEASE HELP ME OUT
