DrEllert
I know this one is old as hell but I encountered this once again in my Skyrim SE. TL;DR I bought my land in Lakeview Manor, so my log provider was... Half-Moon Mill. As you all well-aware, the mill belongs to Hert & Hern (vampire wood choppers. because OK.) So I made sure Hert allows me to use the mill. I chopped some wood for her and she agreed ("Sure, I can use the break") while she sharpened an axe. I went there, put the log on the rail, and used the lever. The animation kicked-in, eventually the wood ended up on a pile, disappeared... And nope, no 10+ to my pile. So I discovered in Skyrim Wiki that you can do this crazy thing: each time you saw your log, you can run to Hert and ask permission and then it works... BUT EVERY DAMN TIME. So much for solution. I searched and searched and nothing came to mind... So suddenly I noticed - Hern wasn't at the area at all. Not in the house, not in the mill, not mining in the backyard... Nothing. So I checked, and some people say you might kill him by accident via Dark Brotherhood quest. Impossible in my case, since I never joined the Dark Brotherhood. Where did Hern go?! I wandered if he died. Found on the web a way to use the console to check that. No response. So he's just lost, right? Then I just used the command to make him appear next to me (player.placeatme). Nothing happened. Hern is a mystery. Naturally, I just did some restin' (hour or two) in the mill... AND IT WORKED. Hern just returned there. I started to use the mill... STILL NO DAMN LOGS ADDED. Then another idea popped to me - it was night time. I waited 'till morning. Hern himself was positioned in the mill itself. He helped me to saw the logs, and finally I worked around the stupid bug. In Short: In case you're in Half-Moon Mill, make sure both Hert & Hern are there. If not, resurrect him. If lost, wait enough time and he'll be there. Also make sure he's in the mill itself, not in the house or something.Didn't try at night, but I'm not sure it'll work. Hope this helps anybody.
