All mods working and enabled in NMM, not showing in game.

So I have all of my mods enabled on NMM, they show up in the in-game mod list as activated and when I start a new game I get the 'Warning, mods are activated' notification, however none of the mods actually have any effect on the game, not one actually seems to work, I just get the vanilla game. Now, I've tried every fix that I can find including:

 

Re-installing everything

Disabling/Re-enabling plugins

Adding 'Archive' lines to Fallout4Custom.ini

Checking asterisks in plugins.txt

Launching via F4SE, NMM etc

Sorting load order

Validating files via steam

 

And still nothing, Im at the end of my tether, I picked this up solely for the mods and now I cant even play any, does anyone have anything else I can try?
