RGMage2
Nifskope can be very useful for making adjustments to material properties, assigning new textures, doing mashups of different armors, fixing some errors that may occur by exporting with incorrect settings, doing a work-around to get new nifs into Skyrim when Blender can't import or export them properly. Nifskope is an essential tool - it's like post processing

RGMage2
What you are missing is a "normal map" texture. If you create a normal map for it, it will show up in-game. If you have a look at other textures in vanilla you will notice that every texture.dds has a texture_n.dds - same name but with the underscore "n" , that is the normal map and in Oblivion every model with a texture needs a normal map.
