BOSS doesn't parse plugins.txt

First of all forgive me for posting this topic in Technical Support section - I just don't know better place where I could get help on this subject. Well, the matter of problem is shown in the name of this topic - my BOSS utility can't sort mods in Oblivion modlist for unknown reason. First I assumed that Windows restricts BOSS from editing this file, and for a long time I delved in Windows settings, trying to give additional permissions to myself, to all programs (meaning BOSS) and so on. Of course first thing I unchecked "Read only" on this file but to no avail. But after some time spent at delving in those Win-permission and security settings and reading various forums, I guessed that the problem lies elsewhere and not in Windows restrictions. I just realized that other Oblivion utilites DO can edit this plugins.txt - LOOT, for example. So, why BOSS can't do this and instead gives an error message when I open BOSS GUI and select Edit -> User Rules: "Error: The window "User Rules Manager" failed to initialise. Details: "Parsing of "C:\Users\UserName\AppData\Local\Oblivion\plugins.txt" failed!". When I start boss.exe and choose oblivion in the command prompt, BOSS opens THIS empty tab in my browser:

How can I make BOSS to run normally and to sort my plugins?
