Lags when loading distant objects and moving mouse.

Okay first before I go any further, yes I have tried to increase ui grids (seemed to make it worse). A few other ini tweaks also to no avail.

 

Here's what I have done, I bought skyrim at my local Wal-Mart the same day I built the PC. Installed it, logged into steam and ran the update. I seen they had a "HD" texture mod or wtf ever it was and I was like, awesome, so I got it. Now I did not play the game before doing all this, only after I installed everything did I boot it up. I ran it on the settings it has set first off, which was "High". Once in game and passed the first dragon opening scene, I left Whiterun just to test out my capabilities with this new PC build.

 

To my displeasure, every time I look around, it lags, some can call it stuttering. So I noticed that when it lags, objects suddenly appear in the distance, like quickly, but not until after the lag spike. So to do a little testing, i ran in a straight line, not just turning in circles. Again, the lag occurs when it loads a new grid and increases object LOD when I get closer. So I did a little researching and tweaked my ini file to increase grid distance draw and such, still to no avail. If anything it's worse now.

 

So I figured, hell why not drop the settings to Low and that surely would solve the issue... nope. The thing is, even on high, the game works flawlessly, until I move into another grid. If anyone, anywhere on this forum, has some insight on this nuisance of a glitch, please let me know.

- Monitors are plugged into primary video card as per requirements for SLI

Windows 7 Ultimate x64

 

It can't be an overheating issue, I'm maxing at 64c when I play the game. Furthermore, the GPU usage is maxing at 55% for the primary and only 44% for the secondary. Also, if i set core affinity to only two cores, I don't even get them maxed, not even during the lag spikes. If I leave the affinity alone (uses all 8 cores) I get maximum 20% usage on each core and the lag still occurs.
