meh12345
So, it's possible for the main quest to get bugged where it should be starting up Dragon Rising (that is, transitioning from mq103 to mq104). You've returned the item and something should happen immediately thereafter, but doesn't. Nothing works, and you can't seem to get it to work even with the console commands (setstage, resetquest etc.) and that's all the Internet's wisdom yields when you try searching. You've done the Barrows quest (mq103) and gotten the Dragonstone (stage 180), and returned it to the wizard (stage 190). This should immediately start up Dragon Rising (mq104, stage 10) with Irileth rushing into the room, but it's possible that for some reason this doesn't happen even though mq103 is in fully completed status. I suffered from this problem and it seems that the underlying cause for not being able to set the correct stage was that I wasn't resetting and redoing the steps properly. You should look up the console functions for details, but the sequence of actions is this: 1. Go to the wizard's room2. Open console by pressing ~3. If you don't have a dragonstone, type 'help dragonstone' and note the bottom object ID, then 'player.additem <dragonstone id> 1'. You should get a message about receiving the item.4. Type 'resetquest mq104' and then 'resetquest mq103'.5. Type 'sqs mq103'. This will show all the stages of the Barrows quest, ranging from 0 to 200, with the last number 0 for each, meaning they're uncompleted.6. You must 'complete' every stage, in order. So, start with 'setstage mq103 0'. If you type 'sqs mq103' again, it should show you that stage 0 is completed (last number is 1). It may also show stage 1 completed.7. Go through each stage you see uncompleted in sqs, up to and including 180.8. When you're at 180, verify that all stages show 1 in sqs. Your journal should also reflect that you're to return the stone to the wizard.9. Give the stone to the wizard. Your quest should now advance correctly. This type of fixing will work with other bugged quests, too, where necessary. Upon testing this, there were unfortunately two other variables that I did not eliminate (and I don't really want to go through it again to verify right now; I'll update later if I do so). So, in the unlikely event the former doesn't work for you, check these: 1. I resurrected both the wizard and Delphine with the targeted resurrect console command.2. Initially I had the Companions' Underforge quest open because I hadn't made up my mind (you know the one if you're there). I finished that quest first. Magniff
Doesn't work, Irileth is still missing and the scout never appears.
H31mchen
For everyone that stumbles upon this thread in 2019 (i did) Make sure that delphine is in the wizard room in dragonsreach, otherwise the mq104 will never ever start, no matter what you do on the console. Farengar has to talk to delphine. if she's not there, type the following BEFORE you hand in the dragonstone: while in the room with Farengaropen consoleprid 13485enablemoveto player Now the quest will continue as expected .. took me 6 hours to figure this out -.-

I've spend more than 100 hours ingame before starting the main quest and I can't even start it :/I've tried so many different tips to fix it, but it's not working. I have the dragonstone since almost the begining of my play, I've tried to enable/recycleactor Irileth, Farengar, Baalgruf... Plus setstage/resetquest/startquest doesn't work either.I even try removing the stone from my inventory with console then going to the dungeon, adding it with console, and bringing it back to the mage.... It really pissed me off so hard, duck bethesda for this! With or without Delphine doesn't seem to change a thing for me  Edited February 22, 2019 by Zamiago
