[LE] Spawner Help

Okay so this script fires once i enter the cell that the mobmarker is in and activate the object twice but im trying to figure out how to get the same effect but only have to activate the spawner once and not have to enter the cell. Is there a way to achieve this? Heres a fragment of the script. Please let me know where changes can be made.
