Don't use any Shivering Isles resources. Plus, if you want to roll back to an earlier version, then pick up Tes4gecko, which will allow you to change the versions of the esp. It's hard to make a mod that will appeal to everyone. To have it not rely on Shivering Isles: When you load the Construction Set, only use Oblivion.esm. Exclude the Shivering Isles file.
